Denys Shmyhal: Government ensures stable financing of all budget expenditures

The Government has been maintaining macro-financial stability throughout the full-scale russian invasion. This was stated by Prime Minister of Ukraine Denys Shmyhal during a Question Time for the Government at the Verkhovna Rada.
“The Government ensures stable financing of all budget expenditures. We spend more than 40% of the general fund of the state budget to pay salaries to the military and state employees. Almost 25% is spent on goods and services, including the purchase of equipment, weapons, ammunition for our defenders. More than 18% is spent on social security - pensions and allowances,” the Head of Government said.
He also notes that over the eight months of this year, the inflation rate has decreased from 26.6% to 8.6%, which in turn indicates that the state has come out of the period of economic turbulence and can count on a gradual economic recovery.
According to the Prime Minister, since the beginning of the full-scale russian invasion, Ukraine has attracted almost USD 65 billion in partner assistance in the shape of soft loans and grants. In particular, from the European Union, the United States, the IMF, Canada and Japan, etc.
“In total, this year we plan to receive USD 42 billion of macro-financial and partnership assistance in the form of cheap loans and grants,” the Head of Government said.
Denys Shmyhal emphasized that Ukraine’s international reserves now amounted to more than USD 40 billion, which was the largest figure since independence.
“For 19 months of the full-scale war, the state has been maintaining macro-financial stability. This is a joint result of the work of the President, the Parliament, the Government, the National Bank, and business. This is the result of the support of our allies and partners. I am sincerely grateful to everyone who works for Ukraine and for our victory,” the Prime Minister said.

Sending Ukraine modern weapons may carry risks of escalation but they are less significant than the possibility of Russia winning a war against Ukraine.
NATO Secretary General Jens Stoltenberg spoke in an interview with the German publication WELT AM SONNTAG, reacting to Berlin’s refusal to hand over Taurus cruise missiles to Ukraine immediately, Ukrinform reports.
“I understand the concern that our support for Ukraine carries the risk of escalation, but the risk pales in comparison to allowing Putin to win this war. If Putin wins the war in Ukraine, he will probably use force again,” the NATO leader said.
He added that the arms supply is an issue that shall be decided at the national level.
At the same time, the politician welcomed Germany’s “resolute support” for Ukraine, in particular Germany’s decision to strengthen Ukrainian air defenses with another Patriot system ahead of winter, when, according to him, new Russian attacks on the Ukrainian energy grid can be expected. Air defense capabilities are crucial for saving the lives of Ukrainians, Stoltenberg emphasized.
Speaking about Kyiv’s counteroffensive, which has been ongoing since early June, he noted that the Armed Forces of Ukraine retain the offensive momentum.
“Progress is more important than pace. Ukraine is moving forward, slowly but surely,” the politician emphasized. According to his assessment, Russia has lost its military prestige, while being weakened economically isolated politically.
Regarding the Alliance’s unity in providing support to Ukraine amid the elections in member states, Stoltenberg expressed his belief that whatever the future governments in Bratislava and Warsaw are, the Allies will continue to stand together.
“It is in our own interests to support Ukraine, and I am sure that all Allies will continue to do so,” Stoltenberg said.
The head of the defense Alliance also commented on Moscow’s threats of employing tactical nuclear weapons against Ukraine.

Putin’s critic in exile believes that the war in Ukraine will ultimately prove fatal for the Russian regime, but that a Ukrainian victory may be facilitated by regime change in Russia. At the same time, he is concerned about the cracks that have appeared in the Western camp regarding further support for Ukraine.
The Russian government critic and leader of the Open Russia NGO told about this in an interview with Le Figaro, Ukrinform reports.
“I believe only a regime change in the Kremlin will allow Ukraine to regain its territory and return to the borders of 1991... And I’m convinced that the regime change in Russia will take place in the next five years,” Khodorkovsky noted. He explains the differences in the West regarding the support for Ukraine in the war by the lack of real political leaders, suggesting “there are only political representatives”.
“In a situation of war that Europe is experiencing today, a leader is needed who can explain to their people that they need to fundamentally change their mentality. Winston Churchill, Helmut Kohl, and Willy Brandt had this ability.”

Russia’s former wealthiest man also suggests that if western aid is halted and Russia wins, Putin will get no political and economic capital and be forced to start a new war. “According to NATO’s best scenario, this new war will start in the west of Ukraine. According to Khodorkovsky, the oligarchs do not have sufficient leverage to promote regime change, and a military coup is possible only in case of a significant defeat on the battlefield. It should be recalled that Mikhail Khodorkovsky spent 10 years behind bars before being released in 2013 and forced to emigrate. He now lives in London, where he manages his Open Russia nonprofit, which seeks to promote democratic values in Russia.
It was reported that after the start of the full-scale war, Russian opposition forces led by Khodorkovsky and Kasparov, as well as public figures in exile, announced the creation of the Russian Anti-War Committee.
