Significant international day today. Meetings and negotiations with partners. NATO Secretary-General Jens Stoltenberg was in Kyiv – fruitful negotiations. Not only about our defense now, but also about our strategic defense, the joint defense of everyone in Europe. Ukraine deserves to become a member of NATO, and it will. Absolutely. And this is not just our Ukrainian ambition. It is the only effective security perspective for Europe guaranteeing real lasting peace.
We are working to make practical progress on the issue of NATO membership.
Today, we also discussed the work of our Ukraine-NATO Council format. What we can do using this format. It was a good meeting.
I also held talks with the Minister of Defense of France. Today. And the day before – with the Secretary of State for Defense of the United Kingdom. Key partners. Very significant cooperation we already have, and even more significant cooperation we can achieve.
We discussed, in particular, strengthening our forces, and the overall strategy for our victory in the war. We are also working towards joint production of the weapons we need, which is essential for both Ukraine and our partners.

There are also results on the IAEA platform – Ukraine has become a member of the Board of Governors of this organization. The International Atomic Energy Agency. And this not only underscores our international security role but also provides real opportunities for Ukraine to influence the adoption of decisions that are binding for all IAEA members and the entire international community.
We will do everything to implement the first point of our Peace Formula – nuclear and radiation security. And to ensure the complete liberation of our Zaporizhzhia nuclear power plant from the Russian occupiers and to secure Ukraine and all of Europe from Russian radiation blackmail.
We are also preparing for the coming weeks to yield more results for our international efforts, for the strengthening of Ukraine. Today, I held several relevant meetings, including an important meeting with intelligence chiefs. The results will come.
Regarding the frontlines. Kupiansk direction, Lyman, Bakhmut, Mariinka, Avdiivka, Shakhtarsk, our southern directions. I thank all of you for your strength! I thank each and every one of you who are currently in battle, at combat positions, on combat missions!

President of Ukraine Volodymyr Zelenskyy held a meeting with French Minister of the Armed Forces Sébastien Lecornu, who is visiting our country.
The Head of State acknowledged France’s comprehensive assistance to Ukraine. He highly appreciated President Emmanuel Macron’s personal role in supporting international initiatives of our state and decisions to strengthen Ukrainian defense forces.
“I want to express my special thanks to French President Macron for the fact that all our agreements have yielded a powerful result in strengthening the Ukrainian army,” Zelenskyy said.
During the meeting, further steps to enhance Ukraine’s defense capabilities with the support of France were discussed in detail, including the possibility of initiating joint production of certain types of weapons.
The Head of State noted the effectiveness of military assistance provided by France, in particular the SAMP/T anti-aircraft missile systems, Caesar self-propelled artillery systems and SCALP-EG long-range missiles.
Special attention was given to strengthening Ukraine’s air defense, especially crucial in the lead-up to the winter period.
Zelenskyy also awarded Lecornu the Order of Merit of II class, for his significant personal contribution to strengthening intergovernmental cooperation, support of Ukraine’s state sovereignty and territorial integrity.

Day 582 of the russian full-scale military aggression against Ukraine continues.
During the day of September 28, there were 19 combat engagements. Also, last night, the occupiers attacked Ukraine with 39 Shahed-136/131 kamikaze drones, 31 of which were intercepted by Ukrainian air defense. The enemy launched a total of 76 air strikes, 40 MLRS attacks at the positions of Ukrainian troops and various settlements. Unfortunately, the russian terrorist attacks have killed and wounded civilians. Residential buildings and other civilian infrastructure were destroyed or damaged.
The operational situation in east and south of Ukraine remains difficult.
VOLYN and POLISSYA axis: no significant changes. No signs of formation of an offensive group. Certain units of the armed forces of belarus continue their missions in the areas bordering Ukraine.
SIVERSHCHYNA and SLOBOZHANSHCHYNA axis: the adversary maintains its military presence in the areas of russia bordering Ukraine. The enemy continues to shell Ukrainian settlements from the territory of russia and increases the density of minefields along the state border of Ukraine.

More than 10 settlements, including Krasne Pershe, Fyholivka, Novomlynsk, Synkivka, Kyslivka, Kotlyarivka (Kharkiv oblast) came under artillery and mortar fire of the adversary.
LYMAN axis: the Ukrainian defenders successfully repelled an enemy attack in the vicinity of Bilohorivka (Luhansk oblast). Torske, Siversk, Spirne, Vesele (Donetsk oblast) were the targets of enemy air strikes. The enemy fired artillery and mortars at more than 10 settlements, including Nevske, Bilohorivka (Luhansk oblast), Verkhniokamyanske, Spirne, Vesele, Fedorivka (Donetsk oblast).
BAKHMUT axis: the enemy launched air strikes near Kostyantynivka and Bila Hora (Donetsk oblast). More than 20 settlements came under artillery and mortar fire, including Orikhovo-Vasylivka, Bohdanivka, Ivanivske, Klishchiyivka, Andriyivka, Kurdyumivka (Donetsk oblast). The enemy continues to increase the density of minefields.
AVDIYIVKA axis: the enemy made 3 unsuccessful attempts to regain the lost ground in the area south of Avdiyivka (Donetsk oblast). The adversary launched an air strike near Avdiyivka. The Ukrainian Defense Forces successfully repelled an enemy attack in the vicinity of Nevelske (Donetsk oblast). The invaders fired artillery and mortars at about 10 settlements, including Stepove, Avdiyivka, Tonenke, Sjeverne, Pervomaiske, Nevelske (Donetsk oblast).
MARYINKA axis: during the day of September 28, Ukrainian defenders successfully repelled 6x enemy attacks in the immediate vicinity of Maryinka (Donetsk oblast). The occupiers fired artillery at about 10 settlements, including Krasnohorivka, Maryinka, Antonivka, Katerynivka, Yelyzavetivka, Kurakhove (Donetsk oblast).
SHAKHTARSKE axis: the Ukrainian defenders successfully repelled an enemy attack in the vicinity of Urozhaine (Donetsk oblast). The enemy launched air strikes in the vicinities of Urozhaine and Staromaiorske (Donetsk oblast). Around 10 settlements, including Vodyane, Vuhledar, Prechystivka, Zolota Nyva, Urozhaine (Donetsk oblast), came under enemy artillery and mortar fire.
ZAPORIZHZHIA axis: the enemy attempted to regain the lost ground in the vicinity of Chervone (Zaporizhzhia oblast), to no success. The invaders launched air strikes in the vicinities of Mala Tokmachka and Robotyne (Zaporizhzhia oblast). More than 30 settlements came under enemy artillery and mortar fire, including Hulyaipole, Mala Tokmachka, Novodanylivka, Orikhiv, Preobrazhenka, Novoyakovlivka (Zaporizhzhia oblast) and Nikopol (Dnipropetrovsk oblast).
KHERSON axis: the adversary launched an air strike in the vicinity of settlement of Mykolaivka (Kherson oblast). More than 10 settlements came under enemy artillery and mortar fire, including Antonivka, Romashkove, Zolota Balka (Kherson oblast), and the city of Kherson.
At the same time, the Ukrainian defense forces continue their offensive operation on Melitopol axis and offensive (assault) operations on Bakhmut axis, inflicting losses in manpower and equipment on the occupation forces, exhausting the enemy all along the front line.
During the day of September 28, the Ukrainian Air Force launched 13 air strikes on the concentrations of troops, weapons, and military equipment, 1 strike on an anti-aircraft missile system and 2 strikes on electronic warfare stations of the adversary. Also, Ukrainian defenders shot down 2 operational-tactical reconnaissance UAVs.
The Ukrainian missile troops hit 1 anti-aircraft missile system, 11 artillery systems and 1 ammunition depot of the occupiers.

Today, the war in Ukraine is once again locked on the country’s southern front lines. Following Kiev’s offensive plans on the Donetsk and especially Bakhmut flanks, the Ukrainian Armed Forces have refocused on Zaporizhia, leading to increased clashes in Orikhiv. Most recently, Ukrainian forces advanced from Robotyne to Novoprokopivka, just south of this settlement. The Russians, on the other hand, chose to deploy in Novoprokopivka after the breach of the 1st main defense line between Robotyne and Verbove. But Kiev did not hesitate to drive its army into this settlement.
Ukraine’s 82nd Air Assault Brigade, equipped with Western armored vehicles and main battle tanks, played a key role in the clashes in Verbove and Novoprokopivka after Robotyne. The brigade, which controls a significant portion of the best infantry armored vehicles delivered by NATO, notably 40 German tracked Marder infantry fighting vehicles and 90 US-made Stryker wheeled infantry fighting vehicles, made critical moves for Kiev in the recent clashes in Novoprokopivka. Both Marder and Strkyer vehicles are equipped with excellent day/night sensors and sights, automatic cannons and enough space for an infantry squad, giving the brigade a clear advantage over Russian forces in the Novoprokopivka clashes. In fact, this superiority is concretely proven by satellite images published today.
The analysis of the satellite images confirms that the main battles on the Southern Front are now concentrated in these two areas. According to the images, there was a noticeable shift of fire towards both Verbove and the southern part of Novoprokopivka. The images also showed signs of fire and shelling, indicating recent clashes. Combat experts analyzing the latest satellite imagery noted that the advance of the Ukrainian Armed Forces towards Ocheretyne was noticeable, which, according to the experts, indicated that the Russians had lost their positions near Verbove and Novoprokopivka. Clear traces of fire inside Verbove and on its western outskirts confirmed previously published images showing clashes between Ukrainian forces and Russian occupation forces on the outskirts of the area.
Taking all this data into account, the Ukrainian Defense Forces had indeed forced the Russians to abandon their positions near Verbove and Novoprokopivka on the Zaporizhzhia front. That is, the Russians abandoned their positions in the settlements of Verbove and Novoprokopivka and were forced to flee from these areas. Therefore, the Ukrainian Armed Forces were now focusing on expanding the bridgehead on the Zaporizhia front, conducting a counter-offensive offensive against Novoprokopivka and Verbove. Reports among Russian Telegram milbloggers suggesting that Kiev troops had reached the northern outskirts of Novoprokopivka, about 12 kilometers south of the town of Orikhiv, where Ukraine’s southward advance began, also raised the prospect of a complete collapse of the main Russian defense in Zaporizhia. Meanwhile, Ukrainian infantry and armored units are believed to be advancing towards the bulge developing in the Russian defensive lines at Verbove, 18 miles southeast of Orikhiv. Here recent battlefield reports point to significant Russian casualties and the prospect of a sustained Ukrainian breakthrough.
In fact, the regional strategic prize in Zaporizhia is the town of Tokmak, located some 19 kilometers from the current front line and serving as an important rail, command and logistics center for the defense of Russian forces. The town is surrounded by newly constructed defense networks in preparation for a possible Ukrainian breakthrough to the north. Kiev sources have already suggested that Russian reinforcements have been directed towards the Tokmak area in response to the advance of Ukrainian forces. Among the troops believed to be in the area were elements of the 42nd Motorized Rifle Division, 71st Motorized Rifle Regiment and 70th Motorized Rifle Regiment.

Rheinmetall’s joint venture with Ukraine to be located in Kyiv

German arms manufacturer Rheinmetall has confirmed that it has received permission from the German Federal Antimonopoly Office to set up a joint venture with the Ukrainian Defense Industry (formerly Ukroboronprom).
The German concern said that it had submitted permits to other federal agencies and expects a positive response from them “in the near future”. “The joint venture is to be based in Kyiv and engage in service and maintenance as well as the assembly, production and development of military vehicles.” [excerpt]
515 dead in one week – Low morale of Ukrainians
Russian forces repelled eight Ukrainian attacks near Rabotino and Verbovo in the Zaporizhzhia direction last week, killing at least 515 Ukrainian soldiers there, the Russian Defense Ministry said on Saturday.
In fighting in the Zaporizhzhia region, more than 515 Ukrainian soldiers were killed while 24 armored fighting vehicles and 19 other vehicles were destroyed, the ministry said in a report.
In addition, 35 Ukrainian artillery pieces were destroyed.
Morale in units of the Ukrainian Army is now quite low. Ukrainian soldiers begin and surrender to the Russian army.

President of Ukraine Volodymyr Zelenskyy had a meeting with NATO Secretary General Jens Stoltenberg, who arrived in Ukraine on a visit.
“I am pleased to welcome the NATO Secretary General to Ukraine, and I am glad to have a meaningful conversation with him. Today it is already a conversation between de facto allies and it is only a matter of time before Ukraine becomes a de jure member of the Alliance. We are doing everything to make it happen sooner,” the Head of State said while speaking to the media following the negotiations with Jens Stoltenberg in Kyiv.
The President praised the results of Ukraine’s cooperation with NATO, which has enabled the creation of defense coalitions. He believes our country’s membership in the Alliance will be completely natural and will reinforce both Ukraine and NATO.
“Today, Mr. Secretary General and I discussed all the key defense issues that require attention: the real situation on the battlefield and the needs of Ukrainian warriors. I am confident that we are capable of exerting further pressure on the aggressor so that Russia would only retreat and lose. And this is the right tactic,” Volodymyr Zelenskyy emphasized.
During the meeting, the parties discussed defense against Russian terror, stepping up pressure on Russia, and bolstering Ukraine’s sky shield. In particular, they considered the possibility of supplying additional air defense systems by NATO member states.
“The Secretary General has committed to make personal efforts to support us, to rally the Allies behind this very purpose. We need to come through this winter together, protect our energy infrastructure and people’s lives,” the President noted.
The parties also discussed further work on the rapprochement between Ukraine and NATO. According to the Head of State, the new format of cooperation – the NATO-Ukraine Council – launched at the Vilnius Summit is to ensure our country’s movement towards the Alliance and practical interaction.
“Jointly with NATO, we are drawing up a new document – an adapted Annual National Program, which will determine practical steps to ensure Ukraine’s compliance with the principles and standards of the Alliance,” Volodymyr Zelenskyy said.
Separately, the President of Ukraine and the NATO Secretary General discussed the NATO Summit to be held next year in Washington. The parties agreed that the summit should be productive for Ukraine and NATO.
“To this end, our teams will immediately start preparing relevant joint actions,” the Head of State emphasized.
Jens Stoltenberg, for his part, noted that Ukraine enjoys robust support from all NATO member states. According to him, the Allies will continue to provide Ukraine with the most advanced means to repel Russian invasion, including tanks, modern air defense systems, and will train pilots for F-16 aircraft.
“The stronger Ukraine becomes, the closer we will get to ending Russian aggression,” the Secretary General emphasized.
“NATO will stand with Ukraine for as long as it takes,” Jens Stoltenberg added.
