Baltimore police named Jason Billingsley as suspect in killing of Pava LaPere
BALTIMORE — Authorities late Wednesday night arrested a man accused of killing a Baltimore tech CEO, according to the U.S. Marshals Service.
Deputy U.S. Marshal Albert Maresca Jr. told 11 News overnight that Jason Billingsley was arrested at a train station in Bowie, Prince George's County.
Advertisement Acting Baltimore Police Commissioner Richard Worley said at a news conference Thursday morning that SWAT officers arrested Billingsley without incident.
Armed, dangerous suspect wanted in tech CEO's killing Billingsley, 32, was wanted in connection with the killing of Pava LaPere, who was found dead Monday at her apartment building in Baltimore. LaPere was the founder and CEO of EcoMap Technologies. She was listed in the prestigious Forbes "30 Under 30" class of 2023 for social impact. Her family and friends remembered her with a vigil on Wednesday night.
Worley said there was no forced entry to LaPere's apartment, which was in a secured building. He said it remains unknown whether there was a connection between the suspect and the victim.
"It seems that she was probably murdered on Friday night, and it wasn't recovered until they reported her missing on Sunday," Worley said.
According to a court charging document obtained by 11 News, LaPere's body was found Monday on the roof of the Mount Vernon apartment building where she lived and had an office.
Police identified Billingsley as a suspect in the killing and said he was believed to be armed and dangerous. Billingsley was wanted on first-degree murder, assault, reckless endangerment and other charges, police said.
"It is very clear that this individual posed a substantial danger, that he had been noncompliant and was clearly violating the terms of his supervision after being released, and that alone should be enough to make sure that we keep him off the streets," Baltimore Mayor Brandon Scott said. "I hope this sends a message to everybody else who likes to commit these kind of cowardly, horrendous acts that we will not tolerate it and we will pull you off the streets of Baltimore."
How police tracked him down Speaking to the search for the suspect, Worley said investigators tracked Billingsley's phone, his financial transactions, his social media as well as surveilled his known addresses, spoke with multiple witnesses and listened to numerous jail calls in an effort to find him.

As usual, his mother was out there yesterday defending her “baby” and refusing to let cops know where he was. She should be an accessory after the fact.
This was a stone killer who, in addition to his earlier arrests for murder and violence (he’d been released early under state sentencing law), had earlier in the week kicked in the door to a house, tied up the couple that lived there, raped the woman, robbed them, tortured them and then set them on fire as he was leaving.
They survived but are badly injured. IIRC, he had killed somebody else earlier that day.
Her reparations are now paid in full.
Two of her clients were Aspen Institute and Meta.

It is very sad but yeas this woman was REALLY down with the cause a real bleeding heart, I wonder what her last thoughts were as this THUG was killing her wonder if she was STILL at that moment down with the cause!!
It is not clear from news reports, or Police reports, if there were other ways to gain access to the roof.
Curiously, the Police, and all but one news source, did not report that she was found dead on the roof, until Thursday.
My impression - which I cannot confirm - is that no blood or signs of a struggle were found in the apartment.
Also interesting, is that a prime suspect was identified the same day her body was discovered.

You have no idea whether or not Pava Le Pere was in a relationship with Billingsley. Wait for facts before impugning and blaming the victim.

One look at her picture answers that question.
If her body was found on the roof of the secure apartment how did he get inside the building? She sounds like a babe in the wood, guilt tripping liberal victim to me who let him inside and they went up on the roof to watch the stars.
That is more likely than he broke in through her window, murdered her in her apartment and carried her body to the roof.
