Everything else gets scaled-back funding in proportion to the federal deficit. Whatever the deficit percentage is, cut spending by that amount, across the board.

IIRC, Trump had a Repub majority in the House and Senate his first 2 years and barely got them to pass a non-penalty act regarding Obambicare. Trump got most of his and MAGA agenda done through Executive Orders, just like Biden reversed them with his E.O.'s.
