There are two main chlorination approaches used in municipal water systems today. One is chlorine and the other is chloramine. Chlorine is easy to filter out. Chloramine is not. The byproducts of both are also not as easy to filter, and as I recall, chloramine is a byproduct of chlorine hitting something it disinfects (would have to check). To really minimize these, you need a catalytic carbon filter, reverse osmosis, or a KDF 85 filter. There are other approaches, though. Activated carbon typically does not typically do a good job on these non-chlorine substances.
Also, these chloramine and other byproducts typically need to have more time to interact with the filter media, meaning you need a bigger filter to handle your whole house at a normal pressure flow rate.
Chloramine lasts a long time in our water, but is supposed to kill germs a long time. Chlorine can dissipate in hours, if the water is left out on your counter.
Interesting stuff, and, yes, it appears these byproducts do cause cancer issues.

The water filters for my frig water dispenser started a year or two ago being rated as to filtering chloramine. Of course they are $50 & should be changed twice a year.
