Here's the thing with cell phones, when you see something really strange, unless it's hanging around for a minute, most folks won't think to use their camera until it's already over the horizon or behind the trees. (can attest from personal experience).

And if you are a natural shutterbug with a cell in hand and reflexively camera ready, unless the object is pretty close, it's going to be a dot or a little light in the sky. Don't believe me? Next time a Cessna flies over, go out and take a pic.

I’m thinking someone outside the “system” with a degree in some discipline of Physics would have been the best choice. Promoting from the ranks (someone already indoctrinated and “enlightened”) always seems to be the preferred method in these circumstances. Disturbing the established narrative or asking uncomfortable questions not allowed.
