The United States dispatch steamer Mary Sanford, Commander ROGERS, from Charleston Saturday night, 12th, with dispatches to the Department, and a mail from the flect, reached here yesterday morning. She arrived at Fortress Monroe on the afternoon of the 14th, and after communicating with the fleet at Newport's News, sailed same evening for this port.

When she left Charleston Bar, Gen. GILLMORE's forces were actively engaged in erecting batteries on the upper end of Morris Island, and Forts Moultrie and Johnson were keeping up a very heavy fire upon them. The rebels have two 15-inch guns in Moultrie. Sumter is entirely silenced, but they have a garrison there, and their flag is flying, no attempt having been made to occupy it since the disastrous boat expedition. The health and spirits of the fleet are good.

The monitor Patapsco has been towed to Port Royal for repairs.

Commander DANIEL AMMEN has assumed the position of Chief of Staff with Admiral DAHLGREN, much to the satisfaction of the whole fleet, great confidence being felt in his energy and ability.

The French gunboat Grenade was still off the Bar. The Mary Sanford brings a scurvy patient and a mail from her.
