SPECIAL DISPATCH FROM WASHINGTON.
WASHINGTON, Thursday, Sept. 3.
A distinguished officer in the Army of the Potomac has sent in word that Gen. LEE has not given the slightest evidence of a purpose to move his forces. On the other hand he is waiting for the result of the operations of ROSECRANS, GILLMORE and BURNSIDE. The opinion prevails, among the most intelligent of our officers at headquarters, that if those operations are successful, LEE will propose terms of surrender, and endeavor to bring the war to a close.

HEADQUARTERS ARMY OF THE POTOMAC, Thursday, Sept. 3, 1863.
Gen. KILPATRICK's cavalry expedition for the destruction of the captured gunboats has resulted successfully. One of them, the Satellite was sunk, and the other, the Reliance, was rendered worthless by being completely riddled with shells and solid shot from our batteries. The expedition was promised the assistance of one or more vessels from the navy, including an iron-clad, but they never made their appearance. Had they done so, the boats could have been recaptured with the greatest ease, for the enemy abandoned them the moment our guns opened upon them.
Gen. KILPATRICK's force, which consisted only of cavalry and two batteries of artillery, reached King George Court-house, and drove in the enemy's pickets on Tuesday evening. A brigade of rebel infantry, under Col. Low, lay on this side of the river at Port Conway. During the night they incontinently fled across the stream by means of two large flatboats which, they have at that place. Had they shown fight, they would probably have been captured. Gen. KILPATRICK then wasted several hours for the appearance of the gunboats, but they not arriving, and fearing the enemy might interfere,
