Com’on Man, think of this from the cops’ viewpoint.
Suppose they do intervene with the ‘jacking and the perpetrator is armed. What happens if the perpetrator resists using that firearm. They respond in kind and kill or wound the suspect. This being San Francisco, the cops are charged with a crime and will probably be incarcerated for many years. Losing their family, retirement and maybe even wounded or killed in prison.
Naa. Better to just sit there sipping hot coffee, then file a report and go home.
