A Texas school superintendent sent lewd photos to an undercover officer posing online as a 15-year-old girl he planned to meet with, authorities said.
Michael Keith Stevens, 47, superintendent of the Itasca Independent School District, was arrested Thursday and accused of online solicitation of a minor, according to court records.
Itasca Independent School District is about 55 miles south of Dallas. (snip)
Stevens was one of seven people arrested after an undercover operation with more than a dozen local law enforcement agencies. Officers posed as teens ages 13, 14 and 15 and communicated online, Harris County Precinct 1 Constable Alan Rosen said in a video statement posted on Facebook.
Rosen said the school administrator was allegedly communicating with a teen he believed was from Houston.
“He sent pictures of his private parts and asked for nude videos and images in return,” The constable said. “He told the undercover investigator he was at work and some of his disturbing photos appear to be taken in his office. And during the conversation, he was planning a trip to Houston to engage in sex acts."
“Stevens has been around children his entire work life. He has been a coach, a principal and an assistant principal in various towns across north Texas. He is married with no children," Rosen added.

Perfect example of why administrators are underworked and overpaid. Did lots of online stuff while at work. Moving around might help him lose some weight. He probably has been able to abuse someone before he got caught. Hope he goes to low security jail.
Can I be accused of, say, arson - even if the building I allegedly intended to burn down never existed?

There was NO underage teen involved in any way shape or form.
One participant believed that he was dealing with a minor and continued to participate anyway. That is not the same thing as “two consenting adults.” He did not consent to a relationship with who he thought was an adult, he only consented to a relationship with a person he assumed to be child.
But, Your Honor, my client thought they were role playing. He was really interested in a homosexual relationship with a 40 something year old police deputy.

Not going to flame you as I agree with you that this is an entrapment. There was no underaged person involved. Sending photos that may or may not have been pornographic to a 40 year old deputy likely is not illegal (yea, I’m not a lawyer). Did he send photos and plan to “visit” an underaged person? - NO. Years ago I had an unsolicited online conversation with someone claiming to be 15 and “troubled at home” wanting to be taken away from “her” situation and propositioned sexual encounters for “help.” After I commented her to contact her school counselor and mother rather than look for someone on the internet, I was never contacted be “her” again. Pretty sure this was an entrapment effort as well. These stories remind me of the Tom Cruise Movie where they are arrested for “thought crimes.”

Remember—these educators are professionals and there is no reason for parents to be concerned about them.

In these cases the undercover cops often set a meet and then arrest the perp when he shows up at the designated time and place.
The crime is “soliciting” not performing sex acts with the teen.
Obviously “soliciting” is a more minor offense that doing the deed.
You could make the same argument for “soliciting” a murder for hire—the deal has technically not been “done” until the cash is paid—but obviously you want the cops stopping the murder before it happens—rather than waiting until afterwards and then making the arrest because now they can “prove” intent.

It is the same as a prostitution sting. The decoy cop is not actually a prostitute, but the John doesn’t know that. As soon as the John makes a deal to pay for sex from who he believes is a prostitute, it is solicitation, and the John is arrested. One could make the argument that this is entrapment or that prostitution is a “victimless crime”, and between consenting adults, but I don’t think that often holds up as a defense.
Grooming and soliciting minors for sex however, is NEVER a victimless crime.
I’ve discovered through finding and watching scam baiting videos on YT, other channels that do the Chris Hanson sort of sting operations. One of my favorites is Skeet Hanson, aka Sketter Jean – Predatorial Investigation Unit.

They set up a fake profile on sites known to be used by child predators (Kik, SnapChat, WhatsApp, Tinder, MeetMe, Whisper and sometimes even Face Book) obviously presenting themselves as an underage girl or boy. The same as with police stings, they do not reach out to anyone but rather wait for someone to reach out to them, the decoy.
The conversation usually starts with “Hello”, etc., some chit chat and then the pedo will start getting sexual in nature, and then the fake profile tells the predator they are x-years old (11,12,13, 14) and if that is OK to which the pedo will say “yes” and then convo can go to the pedo asking about the decoy’s sexual experience, what they like to do or are willing to do, sending them “d!ck pics”, asking for naked pics in return, trying to find out where they live and if they are alone, or arrange for a place to meet up.
The decoy may send a face or fully clothed picture in response to a request for naked pics and is usually coy at first about answering the sex questions, instead waiting for the pedo to expose their intentions, desires and plans.
As in the vids I posted below, sometimes they have an adult decoy who looks and sounds very young and record telephone conversations as well as the chat logs and try to arrange a face-to-face meeting who the perv thinks is an underage girl (or boy).
The important thing to keep in mind is that the pedos in these stings, despite them sometimes saying that this was their very first time they’ve done this, it is often not their first time and if not caught in a sting, they’d like to have more victims in the future. They are also often found to have child porn (child sexual abuse images) on their phones and sending and receiving such through various apps.
In sting operations, neither the police nor these private orgs, can for legal purposes use an actual underage decoy because of the risks and trauma that may pose to them.
Catching these predators in the act and getting them arrested hopefully prevents actual underage victims from being preyed upon. Some criticize these channels because they are monetarized, have sponsorships and advertisers, but that is how they fund their operations, so I don’t really have a problem with it as the greater good and education they provide is important.
Sometimes these private sting operations work in conjunction with the police, sometimes they are told to do their sting and call them, call 9-11 if they catch someone and sadly some police departments are not cooperative at all. It all depends on the local jurisdiction. Many police departments do not have the budget or manpower to do their own stings.
It is important for parents to closely monitor their kid's on-line activity and what apps they have installed or not allow them to have any social media or chat accounts whatsoever but it can be tricky. My niece for example found a pedo trying to chat up her 11-year-old on her Roblox and Minecraft account even with filters on and closely monitoring them.
