There can be no doubt that the immense sums realized by the Yankee Government for exemptions, are applied to the payment of bounties in Ireland. There are few young men among the farming Classes in that country who would not be tempted to enter any service for $400. Estimating the relative value of the necessaries of life there and at the North this amount would be equal to $2,000 in New-York. Its value to the recipient, as the opportune medium of present relief and future hope to a family on the verge of starvation, can only be estimated by those who may he themselves the victims of suffering and poverty.
Of course this boon will be peculiarly acceptable to the class with whom emigration is a present necessity. The services of this class can readily be secured either before or after their arrival -- much cheaper, doubtless, in the latter than in the former instance. And what is peculiarly infamous in connection with this movement, is the fact that the barbarous, Yankee Government subsidizes Irish citizens in New-York and other points of emigration, to decoy into the meshes of enlistment traps the innocent and unsuspecting among the fresh arrives. This furnishes a prolific source from which to replenish devastated armies, while the materials derived therefrom present a poor offset for the South in the matter of retaliation should that dire extremely be forced upon us. There is reason to apprehend that the indifference of the Yankee Government in regard to the fate of these poor hirelings will render them less scrupulous in forming the alternative of retaliation upon us, than they would be, if they were compelled to rely upon native material in the prosecution of this war.
