IMPORTANT FROM THE SOUTH: Jeff. Davis Appeals to Absent Rebel Soldiers to Return to the Army; Amnesty and Pardon to Absentees and Deserters (8/8/1863)

BALTIMORE, Friday. Aug. 7.

The flag-of-truce-boat New-York, under charge of Maj. JOHN E. MULFORD, arrived at Fortress Monroe from City Point last evening, with 250 exchanged prisoners.

The Richmond papers contain some news of importance.

JEFF. DAVIS has issued an urgent appeal to Confederate officers and soldiers to return immediately to their various camps and corps. He complains of a want of alacrity on the part of all classes in coming forward in this most dismal hour of the South.

The Richmond Examiner is gloomy over the prospects at Charleston, and says the fall of that place will be the most mortifying and disastrous event of the war, and a fatal blow to the cause of the Confederacy.

The Richmond papers state that Gen. LEE has massed his troops, and is ready for another battle.

The Examiner says that the soldiers in Gen. LEE's army are in excellent condition and spirits, and that an engagement is possible, if not probable, on the line of the Rapidan.

It is believed in Richmond that Gen. MEADE has been reinforced from Gen. GRANT's army to the extent of 15,000 men.

The Richmond papers have no news from Charleston later than that received through National sources.

We have received Richmond papers to the 6th inst., and also a copy of the Memphis Appeal, (now published at Atlanta, Ga.,) of the 30th ult., from which we make extracts.

The following is the Proclamation, or appeal, of JEFF. Davis in full:

After more than two years of a warfare scarcely equaled in the number, magnitude and fearful carnage of its battles; a warfare in which your courage and fortitude have illustrated your country, and attracted not only gratitude at home, but admiration abroad, your enemies continue a struggle

In the book THE INDIAN WAR OF 1864 by Capt. Eugene Ware, he writes that in his time in the Nebraska-Colorado area there were lots of wagon trains heading for California. Many of the men had bits and pieces of Confederate Uniforms for clothing. Possible deserters.

Many of the men had bits and pieces of Confederate Uniforms for clothing. Possible deserters.

Makes sense. Heading for the west coast is a good way to keep the Confederate officials from catching you.
