The reason Biden fought so hard to keep the IRS funding in the last budget fight with congress is that was the deal he made with the IRS to get Hunter out of trouble.(vanity)

It was unusual that Biden fought so hard to keep the IRS funding in the bill when negotiating with McCarthy. Now it makes sense.
I think that Biden made a deal with the IRS to get Hunter off the hook.

Thanks to the worthless GOPe/uniparty/McCarthy etc. there’s gonna be 87,000 IRS agents to spread around - the famous BTO hit “You Ain’t Seen Nothing Yet” rings volumes. A few in Scranton is just scratching the surface.

So you’re arguing these agencies don’t want to grow?
The agencies themselves probably don't.
But, democrats in congress and the people in control of Biden, do want to grow the government. And so do the unions, for obvious reasons. Biden and congress want to win favor with the unions and growing government jobs is one way that democrats can say they grew the number of jobs.
But, the rank and file probably could not care less, and the fewer agents there are, the more likely that some can move up faster in the ranks.
