So you’re arguing these agencies don’t want to grow?

The agencies themselves probably don't.

But, democrats in congress and the people in control of Biden, do want to grow the government. And so do the unions, for obvious reasons. Biden and congress want to win favor with the unions and growing government jobs is one way that democrats can say they grew the number of jobs.

But, the rank and file probably could not care less, and the fewer agents there are, the more likely that some can move up faster in the ranks.

The ambitious are always taking angles and try to learn inside info to position themselves to have other groups consolidated under them in reorgs.

Just like when they say we’re going to open up a new project or specific bureau, they immediately fight for what location the new project will be run out of.
