The conflict between the military and the mob in Second-avenue, on Thursday night, proved, as has been anticipated, to be the decisive struggle between anarchy and order, and yesterday morning beheld a restoration of peace and quiet throughout the length and breadth of the City. Nearly all kinds of business was resumed, and, except for the military precautions observable around the theatres of the late riots, a stranger would not have mistrusted that there had been any departure from the usual serenity of the Metropolis. Toward noon, the following proclamation was issued from the Mayor's Office, and was felt to embody a much nearer approach to the actual state of things than the one of similar tenor, issued from the same quarter: on Wednesday:
MAYOR's OFFICE, NEW-YORK, July 17, 1863.
To the citizens of New-York:
The riotous assemblages have been dispersed. Business is running in its usual channels. The various lines of omnibusses, railways and telegraphs have resigned their ordinary operations. Few symptoms of disorder remain, except in a small district in the eastern part of the City, comprising a part of the Eighteenth and Twenty-first Wards. The police are everywhere alert. A sufficient military force is now here to suppress any illegal movement, however, formidable.
Let me exhort you, therefore, to pursue your ordinary business. Avoid especially all crowds. Remain quietly at your homes, except when engaged in business or assisting the authorities in some organized force. When the military appear in the streets, do not gather about it, being sure that it is doing its duty in obedience to orders from superior authority. Your homes and your places of business you have a right to defend, and it is your duty to defend them at all hazards.
