Using cluster bombs is NOT a war crime, using cluster bombs against civilians CAN be a war crime.

These are the remains of 220mm Uragan rockets shot at Kharkiv (the city) last year. It was daily news for a few months in 2022. There were lots of remnants all over the city, a lot of them curiously stuck upright into the ground, or even asphalt. They werent duds, those were remnants of cluster munitions carriers. Look at the picture closely and you will see the racks for them, expelled from the rockets.
