Hunter likely qualifies as a public figure, so the bar for defamation is quite high.
Trump is clearly expressing an opinion, well founded in Hunter's lifetime of debauched behavior. The cocaine belongs to somebody, why not him?
Numerous celebrities and columnists have already convicted Trump of treason, selling out to the Russians, sexual assault etc., without using "allegeds" and "I believe". They don't get Cease and Desist letters?
