HARRISBURGH, Friday, June 26.
EWELL has issued a proclamation from Chambersburgh pledging protection to the citizens unless they offer resistance. He enjoins upon them to abstain from dealing out liquor to his soldiers, and if a violation of the order occurs be will seize and destroy the entire stock.
It has been raining all day, making the roads extremely difficult to travel.
Dr. W. FRANK. SWALM, of the Sanitary Commission, has provided all possible means to extend aid to the needy in event of an action.
The propriety of proclaiming martial law is seriously considered, but the matter has not yet been definitely decided.
HARRISBURGH, Friday, June 26.
The main force of the enemy appears to have halted back of Chambersburgh. A large number is concentrating in the mountain passes, but evidently with the intention of awaiting reinforcements, fearing to proceed too far this way with HOOKER in the rear.
Yesterday two rebel cavalry were taken near Chambersburgh. They assert that 28 regiments of infantry, 5,000 cavalry, and 20 pieces of ordnance are not far from that place.
The rebel column at Mercersburgh numbers 6,000 infantry, with 8 pieces of artillery.
The rain to-day has caused the Susquehanna to rise to a considerable extent, which fact will undoubtedly retard the movements of the enemy.
Gettysburgh is occupied by an entire division of the rebels, who strike out in different directions from that point.
Gen. W.F. SMITH has command of the forces on the west bank of the Susquehanna.
The enemy has not yet entered Carlisle, although he is momentarily expected to do so. WHIT.
HARRISBURGH, Friday, June 26.
The drinking-houses were all closed this morning, in obedience to the Mayor's proclamation.
Many of the dry goods stores are also closed.

What a sad story about Mrs. Parr’s taking vengeance on her husband’s paramour then committing suicide.
Jeb Stuart failed to screen the movement of the army and to report union movements.
