El Paso police said in a news release that Phoebe Copas, 48, was a passenger on an Uber ride when she shot driver Daniel Piedra Garcia, 52. The incident happened around 2:20 p.m. on June 16 on U.S. 54 near Loop 375.
According to police, Piedra was driving Copas from the Westside area in El Paso to Mission Valley. During the drive, Copas believed she was being kidnapped and taken to Mexico, police said.
The El Paso Times reports Copas told officers that she saw traffic signs that read "Juarez, Mexico," leading her to believe that her driver was trying to kidnap her.
Copas then took out a gun from her purse and allegedly shot Piedra in the back of the head. The 52-year-old was transported to a hospital in critical condition.
"The investigation does not support that a kidnapping took place or that Piedra was veering from Copas' destination," police said in their news release.
Copas was initially charged with aggravated assault causing serious bodily injury, but the charge was upgraded to murder after Piedra died at the hospital days later.

Juarez is right next to El Paso. Of course there are going to be signs. Good grief.
Yep. “Shoot first, ask questions later” is not a recommended technique when an Uber passenger.
As a woman, I can empathize with her, but not with the shooting the guy before knowing for certain she was being kidnapped.
I had to take an Uber once when traveling by myself, and I didn’t know where I was. It was the first time I had used the Uber app by myself. The driver communicated that he couldn’t get to my hotel, could he meet me a block away. Since I was in a time crunch and there were no others available, I agreed. He was new to driving for Uber. Needless to say, I had my SA on high alert. He followed the route, though.
I haven’t used a ride share situation by myself since then. It very much unnerved me. Strength in numbers. So I hardly ever travel by myself without having someone I know pick me up or take me to the airport. It’s just not my thing.
IIRC most of the signs WARN you that it is close, and do NOT go this way unless you want to sit in traffic for an hour or more.
