That's why she was picked as V.P. It's an ace in the hole to prevent impeachment.
Biden planned nothing. He did what he was told to do.
Harris was put in place to follow Biden after he expired from predictable medical problems. It seemed like a reasonable contingency plan. She had (and has) no following of her own and should have been an ideal puppet when the time came. But the faction that proposed Harris has since been discredited because Harris turned out to be a bad hire. Too stupid and bad-tempered to follow directions from the Cabal.
Now they have got an embarrassing problem they must solve. How to replace both Biden and Harris with more presentable and obedient candidates, while maintaining the appearance of a legitimate government.
The factions are squabbling about that right now.
If all else fails, they will simply drop the pretenses and appoint a new presidential administration. They won't even need to bother with the game show of a "landslide election". If they can maintain control of the police and military forces (and the 85 armed Federal agencies) they might be able to succeed.
Keep eyes out for the "Black Swan". That is the "unexpected" event that turns all plans into mush. But it is only unexpected because everybody is looking away from it. There are many such creatures lurking out there in the near future.
The good old boy club has the goods on each other for years but now to much is a risk to keep it going it’s one or the other parity that must take and keep control.

The only real possibility is to try to win the 2024 election, which it looks to me we will lose with Trump heading the ticket and the Rats cheating like crazy. Oh well, it was a grand civic experiment of almost 250 years. People who want to live in a real democratic republic can still move to Switzerland, if they can afford it.
The President is Commander-in-Chief of the military, so the military cannot arrest him. That would constitute a mutiny.
Only resignation, death, conviction by the Senate in an impeachment proceeding, or a 25th Amendment removal can remove the President.
If there is a military coup and the Constitution is abrogated, then all the rules and constitutional procedures go out the window.

Where’s the football?
I’ve heard rumors about the football not being in Biden’s possession, but no definitive proof.
The dream scenario is to simultaneously impeach both Joe and the VP... since they are BOTH in office via fraud 😁
The DNC may decide they are better off running someone other than Biden or Kamala for President in 2024—guaranteed win since nothing has been done about the vote fraud problems from 2020 and the new President would be able to run again in 2028. On the other hand, if Biden were forced out before the election, they would be stuck with Kamala as their nominee in 2024.
If Trump could not win in 2020 despite being the incumbent President, how is he going to win in 2024? Biden may not go as far as to imprison him before the election, but there is a real chance that a jury in DC, NYC, or Georgia will find him guilty of a felony before the election. Even if the conviction is later overturned, being tagged as “convicted of a felony” (or of multiple felonies) would really hurt his ability to win independent voters.
And failing to impeach in the face of the brazen criminal and treasonous activities of the Biden crime family also does nothing but strengthen the Left.
We are dammed if we do and dammed if we don't. Pick whichever damnation you like best.
Might as well go with an impeachment. It did not really hurt the Democrats when they twice impeached President Trump. It won't really hurt the Republicans to impeach Biden. Might even boost their fund-raising a bit.
Although they won't be getting any donations from me.
