In the first Punic War, Carthage built their own ships and manufactured their own army equipment.
In the Second Punic War, Carthage told Hannibal to procure all his own stuff in Europe.
In the Third Punic War, Carthage never bothered to rebuild their army and navy.

I think America is in the Second Punic War.

Here's the problem in the US. Managers strive to achieve the milestones along the top. Everybody else has their own rice bowl below that. It the latest easily linkable version I could find. The latest is 2020.
