Which are more or less aligned with what the manager thinks he can sell to the customer. Rarely these days is it conntect to finding out what the customer really needs and developing technologies that fulfill that need, all of which involves a lot of R&D, with heavy emphasis on development which requires prototyping and testing - not just to find out whether the technology works but also whether it will scratch and itch that a customer has. Agile is a huge step in the right direction, but it meets with strong resistance from those schooled in modern requirements management.
