Long before equipment reaches the front, it must first be ordered, designed, produced and fielded.

This is a process that nations have been going through for centuries. That doesn't mean they're always good at it.

With every year that passes it seems that military equipment becomes more expensive, delivery schedules blow out more, and failures mount.

Sometimes the answer may be corruption - but sometimes it's just a case of mistakes being made and things going wrong.

In this video I want to have a look at some reasons why...

“Some of our best procurement came from foreigners.”

Excellent, we could use more of them, but they seem to have gone away. But also keep in mind that some of our WORST decision makers, starting with Nuland and Vindman, either were born in Ukraine (Vindman, real name: Олекса́ндр Ві́ндман), or descended from Ukraine (Nuland).

US. Managers strive to achieve the milestones along the top

Which are more or less aligned with what the manager thinks he can sell to the customer. Rarely these days is it conntect to finding out what the customer really needs and developing technologies that fulfill that need, all of which involves a lot of R&D, with heavy emphasis on development which requires prototyping and testing - not just to find out whether the technology works but also whether it will scratch and itch that a customer has. Agile is a huge step in the right direction, but it meets with strong resistance from those schooled in modern requirements management.

I was referring to the government manager. The customer is supposed to be the soldier, marine, etc. The customer gets a voice through a service representative or organization. The actual customer often does not get engaged until operational testing.

The contractor side manager knows what his/her government manager wants. It aligns, with negotiation.
