Well nowadays, most if not all retailers want your name, address, phone number and how old are your kids.
My guess is, Tractor Supply thinks a minimum of four chicks is what is needed to insure their survival. Chickens are social birds and do best in flocks and I suspect chicks do too.
Yeah. They can huddle together for warmth. I think they’re shipped with a minimum of 25 in a box.

Agree. For once I see nothing nefarious about their po!icy. If you order chicks from the hatcheries they have your name, address and phone number.
I’m curious about chickens doing better in flocks. My daughter and SIL bought a big new house on 15 acres, half wooded. She plans to buy 3 chickens and let them peck around on the ground in a fenced area with of course a wee henhouse. Is that a problem?
Most of the time you’ll end up a list that they sell to other companies. Phone calls, junk mail, junk email, ya know, anything for a buck.
