What was the tow truck doing sitting in an active highway lane (the left lane, no less) with his ramp down, no cones, nothing?
Not saying the woman didn't do anything wrong - she clearly wasn't watching the road ahead of her (texting, most likely), but there's no way that flatbed tow truck should have been where he was.
