Where does it say agencies have the right to set rules? At the Federal level, Congress has abdicated its responsibility to maintain oversight on agencies like the EPA, Dept of Education, etc. and let them run roughshod over the economy. Now we are seeing state agencies getting in on the act. It's a power grab.

The state funds the goat grazing.
The state has decided that the state needs to pay more for goat grazing.
Goat herders would be paid very handsomely by the state, according to new state regulations.
And the goat herding companies say this will drive them out of business.

I’m not quite connecting all of these dots.

Sigh. Madness. But I will say this: across the street at the end of the court where I live is a power line easement a little over 100 yards wide, and many miles long. Waste high dead grass would be a huge fire hazard here in the middle of the city. It’s actually cool when the goats are brought through. They temporarily fence off maybe 5 acres at a time, and the goats clear out the grass right down to the ground.

Yep.

Better to put the goat-herders out of business and let the fires burn.

In California, this makes perfect sense - where ALL out-of-control wildfires are blamed on “climate change” - and not on the government’s mis-managed forest policies that encourage massive fires.

Trump was not wrong when he pointed this out.

Translation: DAMN you for finding a good solution to a problem we created! Yer supposed to try to use a fossil fuel to mow those weeds so that we can complain and fine/tax you to death on it.

And what will we have to talk about this summer if not the unprecedented fire season? I mean, most of the lakes and reservoirs are close to full.

When the law changed the cost of my Mom’s home health care doubled and the attending gals hated it. They loved 3 on 4 off and the reduction in commute traffic. No one won.
...but it was the right thing to do. grrrrr

IIRC, the city of Fremont, California tried doing this in the mid 1990s for clearing open fields and was shut down by the unions who claimed it took jobs away from workers.
