There’s no reason we can’t train up 20,000 black guys to be pilots. That’s about the total in the USAF. Hell, if the real issue is “too many whiteys” we could do it with Chinese, Mexicans, Pilipinos, whatever. He’s a racist so he wants them to be black. Cool. We understand.
But the point is that tacitly, everyone has always understood that a predominantly non-White air force - or military in general - would not be American. IOW, they would not be loyal to the citizenry OR the silly little pieces of paper that supposedly define the nation.

Brown of course is too stupid to realize he’s been handed all of his positions without anything resembling competitive merit. In a normal USAF his efficiency reports would be far below thousands of officers. His self serving gripes alone would disqualify him prior to 1980.
His “vision” of a non-White dominated and run military is his racist opinion and for him to try to make it so is a crime of abuse of power. The Congress commissions officers and can and should decide what the criteria should be. Supposedly it’s color blind based on the 14th Amendment. Is it really? Probably not, but not in the way he thinks. Actually, he’s only there because of a perversion of that standard.
Brown himself has a mediocre educational background, a ho hum pilot background, and virtually no evidence of strategic brilliance. He ain’t no Curtis LeMay, or even a Hoyt Vandenberg. But he presumes he deserves to be there for “past wrongs”.
The past wrong he refers to is the assumption that you don’t want disloyal fifth columnists who hate your own populace in charge of their military. He has admirably demonstrated that he is guilty of all of that, but yet he’s being proposed as the top slot guy. That his own seething anger is his dominant response should be instant disqualification in the eyes of any serious Senator.
But of course in the year before an election they won’t, lest they be pummeled at the polls and in the press. And so a man who is in fact a traitor to the nation will be its services chief at a critical time in history. You can be assured this won’t go unnoticed in Beijing and Moscow...they won’t be worried about a duck like him. Easy pickings.
