The cap, which would be set at 0.06 euros ($0.07) per gigawatt hour (GWh),

The price makes no sense. I pay about 11 cents per kilowatt hour, so that price would be less than one millionth of what I am paying ($110,000 per gigawatt hour).

Best way to create a shortage is to give something away for free.

But wow, at those prices I could afford a few gigawatt hours (GWh) a day myself. Somebody may need to check those numbers...

More proof of the old adage “if the government were put in charge of sand, the Sahara Desert would soon have a shortage of it.” Could anything be more stupid than putting a price cap on something that is in short supply? Why would any sane organization produce something that they can only sell at a loss?
