I have anecdotal evidence of the deterrence factor. When we lived near Chester,NY an abandoned women's prison, Camp LaGuardia was purchased by NYC to house some of their homeless. There was a rash of muggings, assaults, burglaries etc. Until,in what could only be described as cluelessness or shrewdness a town Councilman told the local media he was "shocked and concerned" about the sudden increase in shotgun sales at the gun shops and the recently opened Dick's sporting goods nearby, as well as the unusually large # of CCPs submitted to the Orange Cty Sheriff's Office. Almost overnight the crime rate in Chester plummeted and soon NYC stopped sending the homeless up there and eventually sold the property at a huge loss.
