The goal of PREA is to eradicate prisoner rape in all types of correctional facilities in this country. As a result of PREA, the Bureau of Justice Assistance (BJA) established the Protecting Inmates and Safeguarding Communities Program. Funding was to support efforts to prevent and eliminate prisoner rape between inmates in state and local prisons, jails, and police lockup facilities and to safeguard the communities to which inmates return.

This is not new, when I was working at a county jail in 2017 PREA was in full force.
If they rape someone in prison they will get more time in prison. So is that reward or punishment?
Actually if the state takes your freedom they should be absolutely responsible for your safety. If an assault takes place while in state or federal custody the state should be held as an accomplice in that assault.
If it were kids held by DCS you’d agree with me.
People in custody or .gov will always be mistreated, even guilty people shouldn't be abused in the system.
At this rate, we will all end up in jail with the amount of additional laws passed. Just look at the shooter in Austin, he's going to prison for defending himself. You could be him one day.
