The Report of the Senate Committee on the "Conduct of the War" is a document of 64 closely printed octavo pages and would fill, if printed in full, not far from 20 columns of the TIMES. It opens by rehearsing the circumstances which led to the appointment of the Committee and by stating the leading motive which has guided their inquiries. They state that if the Army of the Potomac had fulfilled the expectations which were warranted by its numbers, its discipline, its courage and its appointments, the rebellion would long since have been closed. Their main object in their investigations has been, therefore, to ascertain why these expectations have been disappointed. They have taken the testimony of about; 200 witnesses, including about 100 Generals, and in the report they set forth, as clearly and dispassionately as possible, the historical facts which that large body of evidence establishes.

The first subject which was examined was the disaster at BULL RUN, in July, 1861; and the second, the disaster at BALL's BLUFF. Of both these affairs the history is given in a separate report.

The report proceeds in the first place to set forth the facts of the organization of the Army of the Potomac after Gen. MCCLELLAN assumed command. It numbered 185,000 men, who were well armed and equipped, and were ready and eager for active operations. The generals most familiar with the subject advised the division of the army into corps d'armee, but Gen. MCCLELLAN opposed it, and it was accordingly not begun until March, 1862, and then by the direct orders of the President; and in May it was suspended, in consequence of Gen. MCCLELLAN's disapproval. When I moved from Colorado to Kentucky in 1961, I was surprised to discover that people in the South were still bemoaning the Civil War. I kept hearing "The South shall rise again". Some people just can't let go.

Me? I'm still angry over the Greeks destroying that bridge in Turkey.

Editorial: The Essential Barbarism of the Rebel Spirit – 10-11

Claiming that officials of the Buchanan administration diverted weapons and funds to the southern states in anticipation of war. Supposedly Secretary of War Floyd stocked southern arsenals. Sounds like fake news to me.
