I don’t understand..
Was this some sort of puffer fish sushi door dash?
Or, was it a fish market, whole fish. And the people that died did their own sushi?

I can’t imagine buying prepared puffer fish from someone on the Internet.
It is extremely poisonous and only skilled people can properly clean them.
I would like to try it, but I’d only do it with a Japanese preparer with lots of experience.

The puffer fish liver contains Tetrodotoxin, a very potent poison. You have to be very careful removing the liver then cleaning the flesh very well.

Fugu is very light and very delicious. If you eat several pieces you might feel a slight tingling on your lips and tongue due to the very small amount of residual tetrodotoxin in the flesh. Horse and whale sashimi are also very tasty. Fortunately, 7-11 sushi is totally acceptable here.
