OK, there is in my view a fallacy in your premise.
You assume that armed teachers who lack the will to shoot will protect the school.
When I reflect on my teachers, I can’t think of a single one who would be worth a damn when the gun battle started.
The armed protectors must be from outside the school and law enforcement officers

Ha! My second grade teacher shot and killed her abusive husband. She was my teacher in the early 1960s, and the incident happened some years before that.

Why not both? Teachers willing to be trained and armed as well as security hired from outside.
