NEWS FROM WASHINGTON: The Rebels Believed to be Falling Back from the Line of the Rappahannock (3/23/1863)

WASHINGTON, Sunday, March 22.

Reliable information has been received here that the rebels are abandoning the line of the Rappahannock and falling back upon their defences in the vicinity of Richmond.

DESERTERS AND ABSENTEES.

The War Department has received the rolls of all the regiments comprising the Army of the United States, with the number of absentees or deserters from the army, which show that there are upward of one hundred and twenty-five thousand of this class, most of whom it is expected will be brought in by the recent proclamation of the President. The instructions of the War Department to the officers who have the charge of this duty are of the most stringent character, and those who attempt resistance or evasion will be summarily dealt with.

LETTERS-OF-MARQUE.

Notwithstanding the declarations of the Herald and the Post, that the question of the issuance of letters-of-marque had been affirmatively settled, that important matter is yet under Cabinet advisement. The main argument in favor of the issuance of the letters is understood to be the desire to provide additional means to thwart the voyages of the English privateer ships if they should succeed in getting to sea. In reply to this, it is urged upon the President that it will be impossible to organize a letter-of-marque of sufficient strength for that purpose, on the principle which underlies the whole system -- compensations by booty. It would be otherwise, say the dissentients, if there were a profitable commerce to be seized. This question has been under discussion from time to time in Cabinet meetings for two weeks. As always, great stuff. Yours is part of my morning routine along with coffee, the WSJ and watching the sun rise over FT Sumter here on the Battery where the Ashley and Cooper meet to form the Atlantic Ocean.
