California Gov. Gavin Newsom is facing increased pressure to use his authority to unilaterally enact proposals that would dole out billions of dollars to Black residents in reparations as a way to make amends for slavery if the state legislature doesn't act.
The California Reparations Task Force, which was created by state legislation in 2020, is considering a proposal to give just under $360,000 per person to approximately 1.8 million Black Californians who had an ancestor enslaved in the U.S., putting the total cost of the program at about $640 billion.

The committee was created amid the unrest following the 2020 murder of George Floyd in Minneapolis. None of the panel's nine members are White.
The task force had initially proposed $220,000 per person for Black Californians last year but recently increased the figure by more than 60% to $360,000 as one of many ideas being mulled to give out reparations.

At the more local level, some California cities - such as Oakland, Los Angeles, and most notably San Francisco - have been pushing their own reparations proposals.
On Tuesday, the San Francisco Board of Supervisors expressed "unanimous" support for a draft plan of more than 100 reparations recommendations for the city, including a proposal to dole out $5 million each to qualifying Black residents. The proposal of $5 million lump-sum payments would cost non-Black families in the city at least $600,000, according to Stanford University's Hoover Institution.

The city board also expressed interest in other forms of reparations for San Francisco's roughly 50,000 Black residents, such as a guaranteed annual income of at least $97,000 for 250 years and a home in the area for just $1 a family.
Another idea under consideration is a "comprehensive debt forgiveness" program...

Even here is one party rule CA, the government is not nearly as imperial as the federal government. Executive orders are not the magic wand they are for the president. Newsom will not do this. We’re i deficit and there are no vast pots of spare cash sitting around. Any such actions would be the immediate subject of a ballot measure.
There will be nothing more than nominal or symbolic reparations from the CA state government. Gathering sufficient signatures for a ballot measure automatically suspends the statute. I just don’t sense that the whites, Latinos, Asians, etc have a lot of enthusiasm for making a gift equal to three times the state’s annual budget

The Mexicans, who outnumber blacks in California three to one, will demand reparations for paying reparations to blacks that Mexicans never owned as slaves.
Article indicates the reparations study idea came up in the CA legislature as a result of the George Floyd riots in 2020. California being California, any reasonable plan proposal efforts are going to be highjacked by activists and jazzed up with bling. In this case, the reparations study group was packed with black liberal activists and academics. So the resulting recommendations are about what would be expected.
(To be frank, the San Francisco recommendations read more like starting amounts in a lawsuit negotiation than anything else.)
If California’s constitution is structured similarly to the U.S. Constitution, fiscal appropriation power rests with the legislature, not the executive. The governor probably has the power to redirect/realign already appropriated funds but not initiate new appropriations. One might look to the state legislature for sanity in this situation but, again, this is California and the legislature presently has and has had a Democrat supermajority for some time. Sacramento has been the source of a lot of “woke” dream legislation, so it’s not a far stretch of the imagination to expect them to work real hard at fulfilling this one as well.
Unless the California government has some secret gold mines, any “reparations” are going be raised through general taxes.
Once California voters (of all races) realize this, things may change.
Gavin needs to show that he cares—maybe he can pony up some free food and wine for those reparations recipients from the PlumpyJack family bidness.
If you look past the race-controversy trappings, “Reparations” are just another form of jackpot check like “stimulus” payments, supported by corrupt officials with chinese investments, or backed by supporters with chinese investments, primarily increasing purchase of china-made goods and weed while the value of US currency gets diluted further by the extra paper and account digits.
