PORT ROYAL, S.C., Wednesday, Feb. 25, 1863.
I am glad to be able to inform you that the Foster-Hunter imbroglio, which had assumed so complicated a form at the date of my last writing, and which for a moment seriously threatened to interfere with active operations in this Department, has been disentangled and finally settled. The solution of the difficulty will, I am sure, be as satisfactory to the country as it certainly is to this command. Gen. FOSTER does not return, and Gen. FOSTER's troops do not depart. They remain here as an integral part of Gen. HUNTER's command -- they fall into place as a reinforcement of that command, and lose that status which some had pretended to assign them of an independent expeditionary force.
It is needless, now that this complication has been straightened out, to discuss the merits of the case, or nicely settle its rights and wrongs. Illusions were entertained -- they have now been dissipated. The footing on which it was wished to put the troops from North Carolina here would have been fatal to all hope of success for any operations that may be entered upon. If there is any one lesson that has been burnt into the national experience, it is the imperious necessity of unity and independence of leadership in all military operations. And the military operations which the whole country looks forward to as about to be inaugurated in this Department are of a nature that will brook neither doubt nor shadow of obscurity on this cardinal point. The Administration has very wisely taken this view. Gen. FOSTER, who left here to lay his case personally before the President, reached Washington on the 14th inst. On the next day Gen. HUNTER's. dispatches arrived.
