WASHINGTON, Thursday, Feb. 26.
The Senate was in Executive Session to-day upwards of three hours, considering the nominations of two Collectors -- WILLIAM MASTEN, for the Counties of Ulster and Greene, New-York, and MARK HOWARD, Collector for Hartford, Conn. The former was appointed at the instance of Senator HARRIS, who, after a severe contest, secured his confirmation; the latter was opposed by Senator DIXON, and, after an equally severe contest, was rejected. Mr. HOWARD's friends allege that Mr. DIXON's opposition was purely on political grounds.
The President has sent in the following nominations for Major and Brigadier-Generals, in accordance with the Senate's resolution. The selections made are regarded by the Senate as excellent, although many meritorious officers have been left out:
To be Major-Generals -- Wm. S. Rosecrans, Joseph Hooker, Darius N. Couch, John Sedgwick, John G. Foster, Christopher C. Augur, Robert C. Schenck, Stephen A. Hurlburt, James B. McPherson, George G. Meade, James S. Negley, John M. Palmer, James G. Blunt, Philip H. Sheridan, Geo. Stoneman, John M. Schofield.
To be Brigadier-Generals -- Col. Orlando B. Wilcox, Col. Michael Corcoran, Maj. George W. Cullum, Geo. F. Shepley, Col. Frank P. Blair, Col. John R. Kenly, First Lieut. Godfrey Weitzel., Col. George Crook, Col. Gersham Mott, Capt. Charles C. Gilbert, Maj. Henry J. Hunt, Joseph J. Reynolds, Capt. Geo. W. Getty, Col. Alfred Sully, Col. Wm. W. Averill, Col. Alexander Hays, Henry H.
