The way it works is a letter stands for another letter. For example: AXYDLBAAXR is LONGFELLOW (does not apply to today's cryptogram).
Beware, the game is very addictive. If this is your first time, don't be intimidated, you’ll be solving them all within a few days. If you’re stumped, take a break and return to it.
PLEASE DO NOT post the answer in general comments, but DO post your time and how you made out.
You can certainly send your solution to my private reply, or if you need a hint for today’s Cryptogram ASK THE GROUP FOR HELP!
I suggest printing these out and work them on paper. If you need a little help you can copy and paste it to Hal’s Helper below.
You can then work on the puzzle without using pen and paper, but I recommend that you do NOT look at the letter counter.
One last request. Feel free to post a fun or clever clue, the more tangential to the quotation the better, but please don’t put the actual words of the quote in the clue.

Well, the author’s name was of no help solving this. Just pecked away at the three letter words.
Thank you for posting this!

HAL'S CRYPTOGRAM HELPER
I’m not familiar with the author - it looks like a non-Western name.
So the author accepted the particle theory.
The last two words are usually written as one word.
Okay, I can see what you did there….. in keeping with the quote’s theme of motivation, POTUS was motivated ($$$$$) to let it collect it’s data.
If you hadn’t posted that, I’d have never gotten it. Ever.
ditto
Wow, why don’t you just post the whole solution?
I got it pretty quickly, but I do think there is an error in the author’s first name. (First letter)
You win the thread.
All but the first letter of the author’s first name...
Certainly had to do a search for the author name
I have no idea whether that is the correct author or not - was only a guess and obviously none of them is the source of the quote. A good cryptogram quote should contain all of the letters of the name of an obscure author. Otherwise we have to Google combinations of possibilities until we find it. I am very sorry if I spoiled it for you or anyone else, but it’s so frustrating to decode the quote, only to have to guess at its author.
Same here.
