I spend little time online. Get the news (on FR) and some research, then I’m out the door. But from what I’ve gleaned, most small businesses just use facebook, and it may be the best way to get attention. Facebook being more interactive, you’re less likely to neglect it, I suppose.
I don’t have a facebook page or a website.
However, I have had websites in the past and agree with cdnerds, start with blogspot and later move it to Wordpress.
Blogspot and Blogger are now both owned by Google. Post the wrong thing and they’ll deplatform you.

Absolutely. Most hosting companies (GoDaddy, Bluehost, HostGator, etc) all provide Wordpress hosting. It's a pretty simple process to get up and running.
But can I download Wordpress onto my computer, design the site offline if I want to, then FTP the files to my host?
Use GoDaddy.com to get your WWW name and get Apache to be your website software.

Yes, you can develop offline with Wordpress. You can use InstantWP that will run on Windows. However, if this is your first time to use Wordpress I would highly recommend using it online. You can still FTP files up to the server of course.
You will need to learn how to make such mobile friendly (by placing tags btwn the and section as explained here and do so by and opening the document in a text editor as notepad, and saving it.
Not all my pages (over 300) are mobile friendly due to reasons I do not know, and what may look OK on one device may not on another.
I used to get about 4,000 views a week, but after my host discontinued, and with the growth of mobile devices then it is about a couple dozen that are counted, but I use them to link to in debates.
For hosting, I use https://www.freehostia.com/ and https://hpanel.hostinger.com/. The former is better.
You can also do (Google) blogger.com as I have. , by the grace of God. You can just past the html to create a page (name it) or use the compose (top left) and paste the text as formatted.

WordPress.com is basically built with the wordpress.org software, albeit a customized version.
WordPress requires a database which is not something you can upload/update via ftp. Easiest way to build a WordPress site on your computer and upload it is using a plugin like Duplicator or All In One Migration.
