We have files of Richmond and other Southern papers to the 3d inst. The Richmond papers of the 3d give an account of the affair off Charleston harbor, which is essentially the same as that already published, but with this addition:

RICHMOND, Saturday, Jan. 31.

The Secretary of State has notified the British and French Consuls of this city that he has received official information of the opening of the blockade off Charleston.

"We also learn," says the editor of the Dispatch, "that a steamer was dispatched from Charleston, after the raising of the blockade, to Nassau, to convey to the British authorities there the announcement of the fact. It is understood that official notice being given of the opening of the blockade, it cannot be renewed by the enemy until sixty days previous notice has been given to the neutral maritime Governments."

The Richmond Dispatch of the 3d inst. says that the Yankee iron-clad gunboat Ironsides is lying in the offing near Charleston Bar. This is confirmed by the following telegram:

CHARLESTON, S.C., Tuesday, Feb. 3.

The British ship Cadmus touched off Charleston Bar this afternoon. An office with a boat's crew came up to the city, passing by the Yankee iron-clad (new) Ironsides, lying in the offing.

Strange to say, the Richmond Examiner, of the 3d instant, makes no sort of reference to the great rebel victory and raising of the blockade, but simply has this announcement:

"The new Ironsides is off Charleston."

THE ENGAGEMENT ON THE OGEECHEE.

The Richmond Examiner of the 3d inst. has the following:

SAVANNAH, Sunday, Feb. 1.

During the attack upon Fort McAllister this morning, the flag-staff of the Yankee iron-clad was shot away. She was anchored within one thousand yards of the Fort. She retired.
