The steamer Columbia, with New-Orleans dates to the 25th ult., arrived last evening.
Everything is reported quiet in that city, and nothing of moment had transpired.
Gen. BANKS had been to Baton Rouge to visit the portion of his command at that place -- some 18,000 men, under the command of Maj.-Gen. AUGUR. He returned on the 22d ult.
His visit was partially owing to the rumor that the rebels intended attacking our men there. They must be strong to attempt it, as most of the old troops of Gen. BUTLER are there, and have the advantage of knowing the ground thoroughly, besides having once already given the rebels a lesson on the same spot.
At New-Orleans, several important changes have been made among officials. Brig.-Gen. BOWEN, late Police Commissioner of the city, is appointed Provost-Marshal-General of the Department, in place of Col. CLARK, a recent appointee of Gen. BANKS'.
Col. C.C. DWIGHT, of the One Hundred and Sixtieth New-York Volunteers, relieves Col. FRENCH, the able Provost-Marshal of Louisiana. The latter, it is thought, conflicts with the authority of Gen. SHEPLEY Military Governor, who appointed Col. FRENCH to the position, whilst Col. DWIGHT is appointed by Gen. BANKS. This was not quite satisfactorily arranged when the steamer left.
Col. DENNING, Acting Mayor of New-Orlean, was also about to resign for private reasons.
Gen. WEITZEL, commanding in the La Fourche district, had returned with his troops to the old camp, near Thibodeauxville. He will shortly go to Baton Rouge to join in the attack upon Port Hudson, now imminent. The rebels at that place have been strengthening their works and augmenting their force, evidently intending to hold out as long as possible. Our gunboats cannot assist much in the attack, though the mortar vessels will be likely to discomfort them considerably.
