NEW-ORLEANS AND KEY WEST: Preparations for the Advance Up the Mississippi; UNION MEETING IN NEW-ORLEANS (1/30/1863)

The steamship Bio Bio, from New-Orleans on the 15 inst., via Havana, arrived here yesterday.

The United States transport steamship St. Mary, WM.H. TALBOT, Commander left New-Orleans at 6 o'clock on the evening of the 20th, arrived at Key West on the afternoon of the 23d and left again at noon on the following day, arriving at Sandy Hook yesterday.

The St. Mary brings a large mail and fifty passengers from New-Orleans, also a mail from Key West.

The steamship Melville, from New-York for New-Orleans, arrived at Key West on the morning of the 24th.

Jan. 24, when 10 miles to the northward of Sombrebro, passed a large propeller bound South.

The United States gunboat Tioga, Capt. CLEARY, arrived at Key West on the 22d, with a valuable prize, the British steamer Pearl, captured off the Bahamas.

The following vessels of war were at Key West: Frigate St. Lawrence, (flag-ship;) steamers Sonora, Tioga, Penguin, Magnolia, Hendrick Hudson.

New-Orleans advices state that Gen. GROVER was at Baton Rouge with a heavy force, some twenty regiments. His command was composed largely of green troops, and he was drilling them. There was a strong force at Carrollton, under Gen. SHERMAN.

Maj.-Gen. BANKS was still in New-Orleans. He had reiterated Gen. BUTLER's order, taxing certain rebel merchants for the support of the poor; had cautioned the public against offering insult to the soldiers, and in several acts had indicated a vigorous administration.

The Delta, of the 17th inst., says:

"The news from Berwick's Bay, last evening, brought official confirmation of the total destruction of the rebel iron-clad steamer Cotton, in the Bayou Teche, by the land and naval forces, under the command of Gen. GODFREY WEITZEL. She was blown to atoms,

I had no idea Key West was such an important port.
It was also interesting that the Union General in New Orleans taxed merchants to help the poor.
