PORT ROYAL, Saturday, Jan. 24, 1863.
After months of weary waiting and watching for signs of active movement against John Secesh in this part of Uncle Sam's domain when at last it was almost like hoping against hope that anything would be done we have suddenly been lifted out of the deeps of despondency to a corresponding elevation of enthusiasm and Hail Columbia-joyfulness. The first indication that our longings were to be gratified came last Sunday, when early in the day, the uncouth bulgy-looking but formidable battery New Ironsides, came slowly up the harbor and dropped anchor near the Wabash. Before the flush of excitement and curiosity, resulting from the coining of this great, unwieldy thing had passed away, the steamship Arago hove in sight, bearing swiftly up to the pier, flying at the fore the flag of long-expected Maj.-Gen. HUNTER. The satisfaction and promise of a "good time coming" which these distinguished arrivals awakened, was intensified and made certain on Monday by the appearance of the famous Commander WORDEN, with his scarcely less famous Monitor Montauk, and it only needed the advent of a third iron-clad on Wednesday, when the Passaic, Commander DRAYTON's vessel, was towed into the harbor, to excite our enthusiasm to a pitch which cannot be toned down for days to come.
Gen. HUNTER's return to this Department, as far as I am able to judge, is welcomed sincerely by the troops. When he was here before he was not altogether popular. His ideas and convictions respecting the Slavery question and the organization of negro regiments were far in advance of these of the soldiers. They were offended at what they believed his attempt to place the blacks upon the level with themselves. But now these prejudices have disappeared here,
