Hungary Foreign Minister: Ukraine Must Make Every Effort to Stop Anti-Hungarian Attacks

Hungary expects Ukrainian leaders to make every effort to stop the attacks and atrocities suffered by ethnic Hungarians, Tamas Menczer, the foreign ministry state secretary for external relations, said on public radio on Friday.

Menczer reacted to reports that Hungarian flags and signs have been removed in Mukachevo district (Munkacs), in western Ukraine, and the director of a local Hungarian school, Istvan Schink, was sacked.

Before the war, “the ethnic Hungarian community was being stripped of their rights”, he said, citing measures that restricted the use of their mother tongue and education in Hungarian.

Do you have a link for anything that states it is an international crime against humanity to expect language compliance in any given country? I mean, it is not forcing anyone to change their native language; it is merely requiring that they have the ability to understand the language of the country in which they reside. Hell, most countries require some ability to speak and understand that country’s recognized language as a prerequisite to becoming a resident or citizen.

Hungary joined the Axis in 1940. Hungary participated in the invasion of the USSR in 1941 (Operation Barbarossa).

I was referring more to what they did to the Jews.

A lot of countries sent token forces to the Soviet Union, including Spain.

I wouldn’t necessarily call 90,000 - 100,000 troops token. But, I guess it is all relative.

I read that link a long time ago. There is NOTHING in that link which states requiring knowledge of a nation’s language is either a Crime Against Humanity or ethnic cleansing.

Considering the Bolsheviks almost succeded in setting up a Hungarian Bolshevik Republic in 1919, I can somewhat understand why Hungarians were motivated to fight against the Soviet Union.

You OBVIOUSLY have not read that link, as it makes it clear that outlawing an existing language is clearly Ethnic Cleansing.

Own up to it - They’re Russian and Hungarian Speakers - YOU are PERFECTLY FINE with them being kicked out of their homelands, because, well, they’re Ruzzians and Hungarians.

That’s your problem.

And too bad that Putin, and basically ALL of Russia, and now Hungary, is NOT into your Ethnic Cleansing, so it won’t happen. It’s over, deal with it.

For others, this is what he says DOES NOT apply to Russian Speakers:

“1. Each State Party to the present Covenant undertakes to respect and to ensure to all individuals within its territory and subject to its jurisdiction the rights recognized in the present Covenant, without distinction of any kind, such as race, colour, sex, language, religion, political or other opinion, national or social origin, property, birth or other status.”

Russia was flat out wrong to invade a sovereign nation. At the same time, the more you learn about how the Ukraine is governed, before the war and now during it, the more you realize that they are in no way the poster children of freedom and democracy.

Ah, you make knocking down your argument too easy.

As usual, when you lose your argument, you change the criteria. Now you are claiming that requiring government and education be conducted in the recognized language of a country is OUTLAWING AN EXISTING LANGUAGE! And making it ETHNIC CLEANSING!

Of course, the document you linked to doesn’t even mention or address those specifics.

Pay close attention to the following Articles in the document:


Article 19

1. Everyone shall have the right to hold opinions without interference.

2. Everyone shall have the right to freedom of expression; this right shall include freedom to seek, receive and impart information and ideas of all kinds, regardless of frontiers, either orally, in writing or in print, in the form of art, or through any other media of his choice.

3. THE EXERCISE OF THE RIGHTS PROVIDED FOR IN PARAGRAPH 2 of this article CARRIES WITH IT SPECIAL DUTIES AND RESPONSIBILITIES. IT MAY THEREFORE BE SUBJECT TO CERTAIN RESTRICTIONS, BUT THESE SHALL ONLY BE SUCH AS ARE PROVIDED BY LAW AND ARE NECESSARY:

(a) For respect of the rights or reputations of others;
(b) For the protection of NATIONAL SECURITY or of PUBLIC ORDER (ordre public), or of public health or morals.

. . .

Article 27

In those States in which ethnic, religious or linguistic minorities exist, persons belonging to such minorities shall not be denied the right, in community with the other members of their group, to enjoy their own culture, to profess and practise their own religion, or to use their own language.

. . .

Article 53

1. The present Covenant, of which the Chinese, English, French, Russian and Spanish texts are equally authentic, shall be deposited in the archives of the United Nations.
2. The Secretary-General of the United Nations shall transmit certified copies of the present Covenant to all States referred to in article 48.


Okay, let’s look at that.

Article 19 states that freedom of expression carries with it special duties and responsibilities, and are subject to certain restrictions, as are provided by law and necessary to respect of the rights or reputations of others; and for the protection of NATIONAL SECURITY or of PUBLIC ORDER (ordre public), or of public health or morals.

That says that freedom of expression (speech, information, etc.) has limitations, and those limitations are based upon the security and well-being of the state (nation; country, etc.).

So far, Ukraine has not violated any of that.

Let’s go on to Article 27. That says that where ethnic, relgious, or linguistic minorities exist, those people shall not be denied to associate with others of their persuasion, and to converse with each other in their own language.

That says that if there are, say, Filipinos in Russia they have the right to associate with other Filipinos there, whip up some baluts, and tell bad jokes in Tagalog.

Ukraine is not violating that in regards to Russian speakers, or anyone else.

Now, let’s go on to Article 53. Ooops. The UN is only depositing into the UN archives copies of the Covenant that are in Chinese, English, French, Russian and Spanish.

What about the myriad other languages spoken around the world? What about those Filipinos in Russia, probably nauseous after a belly full of baluts, who are given short shrift because there is no copy of the Covenant in Tagalog?
