The Letter of Commendation is the lowest award but it still means something and can help a kid get into his chosen college. She surely knew that.

The principal did nothing wrong. One department dropped the ball.
The school received a larger number of letters than usual - about 240 (IIRC). This is considered a top school. The school brags about its semifinalists and winners.
According to the news articles, etc., these were letters for “commended students.” They scored high, but not high enough for the cut. (?)
The package of letters were delivered to the school late (in mid-October) due to not enough postage. The principal signed all the letters within 48 hours. She passed them on to Student Services to be distributed to students via teachers. Student Services didn’t hand out the letters until November 14. It sounds more like they dropped the ball, because there were so many letters. The letters were handed out in homeroom.
The parent claims the school didn’t want to hurt the feelings of students who didn’t get a letter, but the letters were handed out in front of each student’s class, so that claim makes no sense.

If anything, Student Services didn’t seem to think the letters of commendation were important. That’s what these mothers should be complaining about - their kids were overlooked, while the school brags about the higher-scoring semifinalists:
