"Full HD" is not so great for text on this TV, WQXGA I could wish for a bit better, and 4k text looked very good.
Also note that I am NOT a gamer and have no sources that would require much speed. (I do not expect to even play Blu-ray vids via the desktop.)
Additionally, I am NOT looking to spend over $100 on a new card here. $20-$30 used is more like it.

Oh, also, suggestion for freeware that will monitor a pc’s power consumption? (To see if I have plenty of reserve in the power supply.)
I would guess that fanless video cards may be better in that respect? (Less to go wrong, too...)

Go to any online shop, pick the 4k option and classify by price. Get the cheapest.
there is basically no 4k content so why bother?
For your purposes (4k display):
HDMI 1.4: 4K at 30hz
HDMI 2.0: 4k at 60hz (probably what you want for a monitor-like experience)

Other than that, GPU power is irrelevant to your stated goals.
So... Can anyone tell me what that “Digital Max Resolution 2560 x 1600” spec means vs. the spec for “Native HDMI 1.4b”?

It sounds like you are mixing specifications together. HDMI is a unique interface, and is not necessarily tied to resolution. If the card has a maximum resolution of 2560x1600, then that is the most you will get. HDMI can be HD (1920x1080) or UHD (3840x2160) or 4K (4096x2160). If your GPU card has a max resolution of 2560x1600 then the best you will do is 2560x1600! I would expect that using HDMI the best resolution you can get would be 1920x1080.
A newer, more powerful GPU will easily support either 4k or UHD. Spend the $$$ to get what you want/need.

HDMI port alone does not equate to max resolution. Specs on your card support 1366x768 max which is well below HD 1080p. Your card supports 720P max and is frankly ancient and not supported by nVidia or Microsoft anymore. You will have to invest in a new card. Prices for 4K capable cards start at $500 and go up from there.

Now, the specs clearly indicate:
“Max Resolution 3840x2160@60Hz for 1 monitor
3840x2160@30Hz for more than 2 monitors”
Heck, I really only need output for 1 monitor @ 3840x2160 @ 30Hz. Power draw and heat issues should be minimal.
Also useful is the card evidently NOT needing to go into a
PCI Express x16 slot — instead it can pop into one of the two PCI Express x1 slots. Except... This is a full width card, and my desktop is a HP6300 SFF. So, what I need to find is a two port version — which doesn’t seem to exist. :-(

My monitor can do 4k but I have it at 2560 x 1440 on my 32” MSI monitor.

It can get to 4k 3840 x 2160 but recommends 2560 x 1440
Everything is too tiny for me at 4k.
As explained above by another poster there are programs that do not scale well and you cannot see the toolbar very well as it is tiny. I have Windows 10 Pro and under ‘Home> Settings ‘Display’ I have for ‘Scale and layout’ 125% to make things bigger.
In Settings, click on ‘Ease of Access’
You will see another setting ‘Make text bigger’ that has a slider. I have mine at 115%.
BTW when I was writing this I decided to try the 4k resolution.
I reverted back to 2k but the text was blurry.
Microsoft changed the ‘Refresh rate’ to 60 Hz instead of the 165 Hz I had and they inserted their own generic driver for my monitor.... arrgh! I had to update the driver with the correct one and change the refresh rate back to where it was. A restart and going thru ‘Cleartype’ and all is well.
