Rebel Perfidy--An Outrage in the Case of a National Surgeon--Gen. Meade Assigned to the Command of the Fifth Army Corps --Christmas Goodies.

CENTRE GRAND DIVISION, ARMY OF THE POTOMAC
Wednesday, Dec. 24, 1862.

Another instance of rebel perfidy has recently come to notice. The circumstances connected with the case are of such a nature that the Government should feel bound to demand an immediate explanation, and unless it be clearly shown that a breach of orders has been committed, retaliatory measures should at once be instituted.

Surgeon N.A. HERSOM, of the Twentieth Maine Regiment, having crossed the river to Fredericksburgh on the day of the battle, for the purpose of attending to our wounded, which duty he faithfully performed, was, shortly after our forces were withdrawn from the town, seized by two ragged rebels, taken to the headquarters of their General, and required by him, before a release could be effected, to sign a written parole that he would not bear arms against the rebel States, nor in any way render aid to their enemies. The parole is the same as that which all private soldiers (prisoners) are required to sign upon being sent across the line without the regular form of exchange. In a written statement of the affair, Dr. HERSOM sets forth that having become fatigued from excessive labor, he sought repose in a house where several of our officers were staying, previously giving directions to the orderlies to rouse him should any important movement take place. This was on Monday night. At 9 o'clock, the same night, our troops commenced evacuating the town, and at about 9 o'clock the next morning they were nearly all upon this side of the river, and the last pontoon bridge was taken up.
