I certainly am not going to read that article, but I have noticed here lately that lower level government bureaucrats think that every trite memo they write is Holy Writ.
Probably nine-tenths of the millions of pages generated per year could be destroyed without anyone ever noticing.
However, just think of all the data that was destroyed over the Afghanistan withdrawal.
