IP spoofing allows the attacker to mask the botnet because each bot in the network has a spoof IP address, making the malicious actor challenging to trace

Musk just needs to cull the bot accounts. The bots have to be logged in to vote, nevermind IP masking etc. Kill the ones that voted, and I assume they have better registration protections now. It’s still a productive exercise.
