A more likely story is that the guy put his hand on the horse so the horse knew he was there and would not kick him.
I always do this. Being kicked hurts.

I never heard of “horse butt” before. Pork butt, yes, but I’m not sure “butt” is a proper equine anatomical word.

Exactly. If I have to walk behind a horse I'll speak to let him know I'm there, then get close in so that if he does kick, it'll just be a push rather than a full windup. And I'll place my hand on his hindquarters.
Plenty of times when I'm mucking a stall or tacking up, I'll slap my horse on the hindquarters to get him to move over. Their skin is quite thick and it certainly does not hurt them. No big deal and it's a language horses understand.
Now if this fellow came running and wound up and hit the horse with full force . . . that's another story. Also a good way to get kicked into the middle of next week.

Any fool should know not to slap a horse on its haunches, with the possible exception of third world filthy barbarians only familiar with Camel haunches. But ignorance is no excuse anyway.

A horse is powerful enough to knock your head off your shoulders.
I know you should never approach a horse from behind. Horses are skittish animals and any movement they can't see, especially from behind is something they perceive as a threat and they'll lash out.

Depends entirely on the horse.
Around a strange horse, I absolutely agree not to approach from the rear unless you must (e.g. haltering in a standing stall).
But my old racing-bred T'bred was absolutely bombproof. We loaned her to the Special Olympics, and she was good as gold. Around the barn she'd have three kids painting her hooves with Hoofflex, two brushing her sides, one brushing her tail, two braiding her mane, and two feeding her peppermints (all under alert adult supervision of course, and NO Running In The Barn). Never so much as a startle - she was a good, good girl. RIP Full of Grace "Gracie".
